TOWN OF PITTSVILLE
COUNCIL MEETING MINUTES
August 19, 2019
The Public Hearing was held beginning at 7:30pm to discuss the Solar Panel Project. Town Manager, Joseph Mangini, stated that the State Clearing House reviewed the grant application. The Maryland Historical Trust was the only organization to question whether the structure on the proposed site was considered to be historical. The Town of Pittsville was instructed to give detail information regarding the structure and what the intentions were.
The Town of Pittsville informed the Maryland Historical Trust that the building was to be removed due to the deteriorating condition and the project was given the approval to begin. Mr. Mangini then asked for any comments from the residents. There were no objections made.
A motion to end the sessions was made by George Whited, Jr., Commissioner President. All were in favor.
The regular meeting of the Pittsville Town Council was held on Monday, August 19, 2019. President George Whited, Jr. called the meeting to order at 7:36p.m. Council members present were Erika Lecates, Roland Adkins and Bethany Miller. Also present was Town Manager, Joseph Mangini and Town Attorney, Dave Douse, for Paul Wilber.
The Pledge of Allegiance was recited.
An Invocation Prayer was not given.
The minutes for the July 2019 meeting were read and approved on a motion by Council member Roland Adkins and seconded by Council member Erika Lecates. All were in favor. Motion carried. The financial statement for the Utility Fund for July 2019 was read and approved on a motion by Commissioner Lecates and seconded by Commissioner Miller. The General account financial statement for July 2019 was read and approved on a motion by Commissioner Lecates and seconded by Commissioner Adkins.
Public Safety Report:
The Sheriff’s Report was not given.
The Fire/EMS Report was not given.
The Police/Code Enforcement Report was given by
Chief of Police, Robert Harris.
Chief of Police, Robert Harris, stated that the additional lane on Main Street is now complete and should alleviate any traffic concerns.
He also mentioned two (2) upcoming events sponsored by Boxcar 40. On September 7, 2019 a Benefit for the Pittsville Fire Company will occur. On September 12 thru September 15, 2019 there will be the Bike Week Event. Roadway closures will occur during these events. Chief Harris recommended the Council to suspend the ordinance prohibiting the possession of open containers of alcoholic beverages within the confines of that same location during the same timeframe. Motion to suspend ordinance was made and approved. All were in favor.
The events information will be placed on the Town of Pittsville Website providing more detailed information.
Town Manager/Circuit Rider Report – Joseph Mangini
The Block Grant for the Community Drain System Restoration Project was denied. The Town of Pittsville will apply for grant next year.
The Comprehensive Plan is progressing. The Planning Commission is reviewing and commenting.
The Town of Pittsville applied for a Block Grant from the State for $50,000 for the Water Plant Upgrade.
A Grant Application for $22,000 for the new Wastewater Treatment Plant study has been submitted to the USDA for preliminary engineering costs.
A recommendation will be made to the Town Commissioners to consider a Capital Improvement Fee of $15.00 per quarter to be applied to the Utility Bills. This is due to the improvements that have been made to the water and sewer plants. These expenses were paid from the impact fees. An amended ordinance will be required.
The Town of Pittsville has committed $200,000 for a mini upgrade to the Water Treatment Plant.
Permission to hold a Halloween Event behind the Wastewater Treatment Plant was requested by Corey & Brandon. A Youth Group will also be involved along with the East Side Chamber of Commerce.
Commissioner President, George Whited, Jr. stated they will need an insurance policy in order for the Council to grant permission.
A motion was made by Commissioner Lecates to grant permission to hold the event with the condition that they provide an insurance policy and clean up the site after the event. The motion was seconded by Commissioner Adkins. All were in favor.
Town Engineer Report – Robert Duma
Mr. Duma stated that the Solar Panel Project has been cleared through the MHT (Maryland Historical Trust).
A grant application for the study for a Water Plant Upgrade has been submitted.
A grant application for a Preliminary Engineering Report on a new Wastewater Treatment Plant has been submitted.
The short-term upgrades for the Water Treatment Plant are being addressed. Three (3) contractors have been contacted to bid on the filter media replacement project. Also, the filter feed pumps are to be upgraded or replaced.
The handi-wipes issue still needs to be addressed due to other problems affecting the treatment plant.
Rob Duma stated he corresponds with MDE on a regular basis and keeps them informed of any issues.
Old Business: None
Commissioner Adkins, speaking for the Pittsville Fire Department, stated the following upcoming events:
- Car, Truck, Tractor and Motorcycle Show will be held on September 29, 2019 from 12:00pm to 2:00 pm.
Registration will begin at 12:00 pm. The fee will be $10.00.
Food and drink will be available.
- The Annual Fall Festival will be held on October 26, 2019 from
6:00pm to 8:30pm.
The Costume Contest will start at 7:00pm.
Rides, games and candy will be available.
A resident requested if the Town of Pittsville could possibly advise the residents of any price or fee increase for the upcoming projected yearly projects.
Colbi Custis informed the residents of other upcoming events.
On August 21, 2019 there will be a meeting at the Parsonsburg Fire Department to show Support for the new Pittsville Library. County Executive, Bob Culver, will be attending this meeting and the Town of Pittsville would appreciate the support from towns including Powellville, Willards and Parsonsburg.
On August 23, 2019 the last Free Movie Night will occur. This event will occur at the Powellville VFW on Mount Hermon Road beginning at 8:00 pm.
Progress on the Christmas Parade is being made. The dates at this time are tentative.
Sean McHugh stated the Communications Committee meeting was held on Tuesday, August 13, 2019. He mentioned the Agenda and the Unofficial Town Council Meeting Minutes are now on the Town of Pittsville Website.
An E-mail Notification Registry has been established with the help of Colbi and Ana to provide quick notification of town issues.
The next meeting will be held on September 11, 2019. One issue to be discussed is establishing a Facebook Account for the Town of Pittsville which will be approved by the Town Commissioners.
There being no further business to discuss the meeting was adjourned on a motion by Council member Adkins and seconded by Council member Lecates. The next meeting will be held on Monday September 16, 2019 at 7:30 pm.
A Closed Executive Session of the Town Commissioners was held after the meeting to discuss personnel issues with the Town Attorney.
